Yesterday, Rep. Chris Smith introduced the Human-Animal Hybrid Prohibition Act, H.R. 5910, to ban the creation of part-human, part-animal hybrid beings. The legislation is timely as researchers are already tinkering with human-animal hybrid technologies.
