		<description>For varying reasons, I have lived much of my long life in college towns, including extended times in second-tier state university towns.   I haven't done an audit, but from the construction I have witnessed unrelated to increases and decreases  in student population, I think this follows that old law the Raffles Professor of something debveloped watching the  British Colonial Office expand as the population and size of hte empire shrank.</description>
