Searcy, AR: District for sexually-oriented businesses being proposed

Cities are allowed to set parameters for locations of the businesses, disallowing proximity to churches or schools for example, but under the United States Constitution’s guarantee of freedom of speech, cities are required to allow the businesses to locate somewhere within their city limits.
