[W]eak enforcement of the Free Exercise Clause paired with strong enforcement of the Establishment Clause suggests that religious groups are “quasi-governments” in competition with the State; strong enforcement of both establishment and free exercise suggests that religious groups are valuable private associations; strong free exercise enforcement combined with weak establishment enforcement implies that religious groups are discrete and insular minorities; and weak enforcement of both establishment and free exercise indicates that religious groups are ordinary interest groups.
