Many women have medical conditions that are exacerbated by pregnancy, but by the time they become life-threatening, it is too late for a safe abortion. The Stupak Amendment would preclude women from getting abortions in these and other cases. This is extraordinarily bad health policy, but is it unconstitutional?”
