Proponents of ‘covenant marriage’ say the voluntary agreement would require couples to make a higher commitment to marriage and to understand that commitment before going into a marriage . . . The amendment passed in the House Feb.18 on a vote of 65 to 54. The bill containing the amendment was then approved the next day, 84 to 38. Rep.
