He said he is seeing an increasing number of cases of cities using zoning codes to restrict or outright prevent churches from building on their own land. Stanley said Congress passed the Religious Land Use and Institutionalized Persons Act in 2000 to prevent just that, but municipalities are ignoring the law or finding ways around it.”
