FPC of WV president to provide testimony on non-existent ‘bullying’ legislation

CHARLESTON, W.V. — Jeremy Dys, president of the Family Policy Council of West Virginia, will testify Monday before the state legislature on the topic of bullying.

Even though no pending legislation exists and, earlier this year, the legislature rejected “anti-bullying” legislation, the state board of education is in the process of implementing an “anti-bullying” policy that has prompted serious concerns from groups concerned with First Amendment-protected freedoms.

“Schools should prohibit bullying for any reason, and rules on bullying should apply equally and fairly. On that there should no argument,” said Dys. “However, when bullying is defined by the status of the victim, rather than the actions of the bully, the result is that the First Amendment-protected right to freedom of speech is placed in jeopardy. This is what the legislature was concerned about when this legislation was first proposed: that all students and the First Amendment are protected. That is what I will be testifying about, even though there is no pending action in the legislature to address this issue.”
