It threatens the conscience rights of health professionals, payers and employers, because it is not subject to existing federal conscience-protection laws, and Congress failed to apply comprehensive conscience protections to the statute. In addition, HHS recently mandated that all employers provide plans that cover abortifacients, contraception and sterilization.”
